People of Bihar are not Criminals
My son is a student of class VIII in Delhi Public School, Jodhpur. Three weeks ago he asked me, is the incidences of crime is more in Bihar compared to other states? I answered, absolutely not. But why are you asking such question? He told me that one of his friend was telling so. I was shocked.

Why the image of Bihar is so bad? People of Bihar are selfrespecting, but not criminals. They are little violent due to self respect in nature.

The data collected by National Crime Records Bureau (CRIME IN INDIA - 2007) show that based on the rate of criminality the rank of Bihar is 28, below than 27 States & UT. (Table -1). It proves that the people of Bihar are not criminals in nature. The source of the tables from 1 to 15 is CRIME IN INDIA – 2007 published by National Crime Records Bureau. The tables (Table 1 to 15 ) are the mirror of incidence of Cognizable Crimes (IPC) in States & UTs During 2007 and show that crime rate in Bihar is very low in comparison with other States & UT.



Cognizable Crimes : A cognizable offence or case is defined as the one which an officer in-charge of a police station may investigate without the order of a magistrate and affect arrest without warrant. The police has a direct responsibility to take immediate action on the receipt of a complaint or of credible information in such crimes, visit the scene of the crime, investigate the facts, apprehend the offender and arraign him before a court of law having jurisdiction over the matter.
Crime Rate : The crime rate defined as the ‘number of crimes’ per 1,00,000 population is universally taken as a realistic indicator since it balances the effect of growth in population.
Population : Mid-year estimated population is used for calculating crime rate (i.e. number of crimes per one lakh of population). The estimated population of the country as on 1st July, 2007 is 11,366 lakhs as compared to 9,552 lakhs in the year 1997. The population of the country in the decade (1997- 2007) has increased by 19.0% with an annual exponential growth rate of 1.8%.
